During the 49th session of the Preparatory Commission of the CTBTO, Mr. Louis Gautier will deliver a speech before the States Signatory and will meet Lassina Zerbo; he will afterwards meet with Ambassador Griffiths, head of the Secretariat for the Wassenaar Arrangement.
Responding to the invitation of Lassina Zerbo, Executive Secretary of the Comprehensive Test Ban Treaty organisation, Mr. Louis Gautier, General Secretary for Defence and National Security, M. Louis Gautier, will deliver a speech during the opening of the 49th session of the Preparatory Commission. This speech will explain the reflexion taking place in France while preparing the next military programme bill for 2019/2025.
Speech during the 49th session of the CTBTO Preparatory Commission
The Preparatory Commission of the CTBTO is the main policy making organ of the CTBTO, to which representatives from all States Signatory participate. It is convened twice a year, to examine the reports of the Provisional technical Secretariat, to adopt the budget, to endorse nominations to important positions, etc.
Responding to the invitation of the Executive Secretary, Lassina Zerbo, the 49th Session of the Preparatory Commission that opens on 13 November 2017 will welcome Louis Gautier, General Secretary for Defense and National Security, who will deliver a speech before the States Signatory delegates. He will share with the audience the main outcomes of the recent publication of the Strategic Review for Defense. Another important review document is being drafted by the SGDSN, this time dedicated to the cyber threat.
In a world with uncertain equilibria, France reaffirms its commitment to multilateralism in the management of the main international stakes, especially those dealing with disarmament and the fight against nuclear proliferation. In this framework, the CTBTO is at the heart of France priorities.
In addition to this speech, Mr. Louis Gautier will have a meeting with Mr. Lassina Zerbo.
Meeting with the Wassenaar arrangement
The Wassenaar Arrangement is a multilateral regime for the export control of conventional armament and civil or military dual goods or technologies.
It completes and reinforces the existing regimes for non-proliferation of weapons of mass destruction. The States Parties to the Arrangement have to assure that the transfer of conventional weapons and dual goods or technologies that they are doing do not contribute to the development or the reinforcement of military capabilities that could harm security and regional or international stability.
Mr. Louis Gautier will meet Mr. Philip Wallace Griffiths, head of the Secretariat of the Wassenaar Arrangement, designated by the participating States and at this office since 4 June 2011.
