Meeting with the President of the International Narcotics Control Board
Xavier Sticker, Permanent Representative of France to the United Nations and International Organisations in Vienna, met the President of the International Narcotics Control Board (INCB), Mr. Cornelis de Joncheere. The INCB, an independent and quasi-judicial expert body, celebrated its 50th anniversary in 2018. According to its treaty-mandated functions, the Board monitors the implementation of the United Nations drug control conventions (1961, 1971 and 1988 conventions).
Ambassador Sticker reiterated France’s attachment to the full implementation of the UN drug control conventions, which constitute the cornerstone for international cooperation to effectively prevent and counter illicit drug trafficking and non-medical drug use. He did also recall the importance of ensuring the full respect of human rights and the principle of proportionality of sentences.
The INCB President and Ambassador Sticker exchanged views on the increasing range, complexity and diversity of global drug-related challenges and how the INCB activities and work can contribute to response to them.
The INCB President and Ambassador Sticker expressed their mutual appreciation for the fruitful dialogue and close cooperation between the Board and France. The Ambassador reaffirmed France’s support to the INCB in the implementation of its mandate. He did also recall that France provided voluntary contributions to the “INCB Learning Project” in French-speaking Africa.
Regarding public action in France, Ambassador Sticker drew attention to the national plan for mobilisation against addictions 2018-2022, approved by the French Prime Minister after a wide consultative process. This national plan comprises more than 200 measures to respond over time to a number of challenges, aiming at, among others, protecting youth from addictions from an early age, increasing prevention, improving anti-trafficking measures, enhancing knowledge and international cooperation.
