CTBTO : Executive Secretary Lassina Zerbo on official visit to France
The official visit of the Executive Secretary provided French authorities with an opportunity to reaffirm their support to Mr. Zerbo’s action and to the CTBT. The entry into force of the Treaty is France’s first priority in the field of nuclear disarmament and non-proliferation, together with the negotiation and adoption of a Fissile Material Cut-off Treaty (FMCT).
The Executive Secretary of the Preparatory commission of Comprehensive test ban treaty, Mr. Lassina ZERBO has undertaken a two-day visit in Paris on 19 and 20 January 2017.
On the occasion of this official visit – the third since he took office – Mr. Zerbo had meeting with Foreign Minister Jean-Marc Ayrault and participated in working sessions with high representatives of Defense, Foreign Affairs and the Atomic Energy Commission.
His visit also included a participation to a solemn session of the Cour des comptes – which has been serving since 2009 as the external auditor of the CTBTO – a public event organized by the Foundation for Strategic Research (FRS) and a meeting with the press.
His delegation also met with representatives of the International Organization of La Francophonie (OIF) whose Member countries heads of State and Government have recently called for prompt entry into force of the CTBT on the occasion of the latest francophone summit in Antananarivo.
The CTBT is one of the most fundamental elements of the nuclear disarmament and non proliferation regime. France signed the Treaty in 1996 and was the first Nuclear Weapon State to ratify it together with the United Kingdom. Twenty years after its opening to signature, the Treaty was signed by 184 States among which 166 also ratified it.
The entry into force of the Treaty – which requires ratification by 8 missing States listed in Annex II – is France’s first priority in the field of nuclear disarmament and non-proliferation, together with the negotiation and adoption of a Fissile Material Cut-off Treaty (FMCT).
Established in 1996, the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO PrepCom) is an interim organization tasked with building up the verification regime of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) in preparation for the Treaty’s entry into force as well as promoting the Treaty’s universality.
A national of Burkina Faso, Mr. Lassina Zerbo has been serving as its Executive Secretary since August 2013 and was recently reappointed for a second four-year term.
