CTBTO – 53rd session of the Working group A (11-13 June 2018)
From 11 to 13 June took place, in Vienna, the 53rd session of the CTBTO Working group A. This subsidiary body of the Preparatory Commission has in charge to debate all administrative and budgetary questions, before the decisions that will be made during the Preparatory Commission meetings. During this sessions, the discussions have dealt with the budget 2019 update proposal and the possible adhesion of the CTBTO to the United Nations Joint Staff Pension Fund.
The Working Group A (WG-A) is one of the subsidiary bodies of the CTBTO Preparatory Commission. Its goal is to discuss, before decisions are taken during the meetings of the PrepComm on administrative and financial issues.. The 183 CTBTO States signatory can take the floor and exchange views on the topics brought to their attention, along with comments presented on reports provided by the CTBTO Advisory Group, internal auditors and the external auditor report on the CTBTO financial situation..
During the 53rd session, which took place from 11 till 13 June and chaired, as acting President, by H.E. Maria-Assunta Accili Sabbatini, Permanent Representative of Italy to the United Nations in Vienna, the debates dealt with the 2019 budget update proposal, in line with the biennium programme budget that was adopted in 2017 for the 2018-2019 period, and on the present procedure proposed by the Provisional Technical Secretariat of the CTBTO to adhere to the United Nations Joint Staff Pension Fund (UNJSPF). Following these debates, the formal decisions will be mage during the next sessions of the PrepCom, in July and November 2018.
During the 53rd session of the WG-A, Mr. Michel Camoin, member of the Cour des comptes (French Court of Auditors) presented for the last time the conclusions of the Cour des comptes on the CTBTO 2017 budget implementation, as part of ithe mission assumed by the Cour des comptes for the last seven years. Many delegations took the floor to commend the very good work carried out by the Cour des comptes during it mandate as External Auditor of the CTBTO Preparatory Commission. Since 1st January, it is now Thailand that has this responsibility.
In his opening remarks, Lassina Zerbo, Executive Secretary of the CTBTO, recalled the importance of the summit that took place in Singapore, on 12 June 2018, on North Korea and the role that the CTBTO could play, within the framework of the commitment of the International Community to verify the denuclearization of the DPRK..
